In July 1998, after years of preparatory work and five weeks of intensive negotiations, 120 states voted in Rome to approve a treaty intended to establish the International Criminal Court. This judicial organ is the first permanent international tribunal to punish individuals for serious violations of humanitarian law. This study proposes an analysis of the international criminal court in the context of the international relations since the mid-term of the XIXe century up to the beginning of the XXIe century.
